Basic stipend for rural areas

China will set up a minimum living allowance system for rural areas by
the end of this year, the State Council, the country's cabinet, said
yesterday.

Despite years of poverty alleviation work that has lifted millions out of
poverty, part of the rural population is still very poor. Such people are
in urgent need of government subsidies for their survival, a State
Council statement said.

"The work (to set up the system) is of great importance to promote rural
social economic development, to reduce the urban-rural income gap and to
maintain social equality," the State Council said.

Criteria for minimum living allowance will depend on local conditions and
social and economic development of a place.

The criteria can change depending on the fluctuation in local prices of
essentials and improvement in living standards, it said.

Allowance funds will be managed separately and measures will be taken to
ensure they are paid to the right people at the right time.

In an interview posted on the central government's website, www.gov.cn,
last month, Vice-Minister of Labor and Social Security Li Liguo said the
system will cover more than 20 million people living in rural areas of
the country. This year, the central government allotted 3 billion yuan
($397 million) to ensure the system is set up across the country.

China has more or less completed setting up a minimum living allowance
system for its urban residents.

PetroChina to list A shares

PetroChina plans to float A shares at Shanghai bourse at a price
affordable to mainland investors, chairman Jiang Jiemin said on Friday.

The A shares will be priced slightly below the company's H shares in Hong
Kong to make them "acceptable to everybody", he said on the sidelines of
the company's extraordinary general meeting.

But he didn't specify what the final offer price would be.

Jiang had told China Daily earlier that the bullish mainland stock market
would not influence PetroChina's A-share plan, and the offer price would
be kept within a medium range.

Earlier this week, an exclusive PetroChina source said the A-share offer
price would be around 10 yuan each, slightly below its H shares.

Analysts said PetroChina's move to keep the A shares' price close to H
shares is a wise one. "Otherwise, investors in Hong Kong may find it hard
to accept a lower A-share price," Guotai Jun'an Securities senior energy
stock analyst Liu Gu said.

The PetroChina general meeting has approved the A-share plan, and the
firm is awaiting a final nod from the country's stock watchdog, a board
member said on Friday.

All preparatory work will be completed after the meeting and the shares
could be listed once PetroChina gets the green light from the supervision
bodies, Reuters quoted Jiang as saying.

A PetroChina statement said it planned to issue up to 4 billion shares in
the yuan-denominated Shanghai stock exchange.

PetroChina has discovered major natural gas reserves in places such as
Sichuan in Southwest China, Songliao in the northeast, Erdos in the north
and Jungar in the northwest, Jiang said.

PetroChina said it would use the proceeds from the Shanghai listing to
fund its domestic exploration, building large refineries and pipelines
for natural gas, as well as to buy oil from abroad.

Nicole Kidman

Oscar-winning Australian actress Nicole Kidman is to star in a Hollywood
remake of Colombian horror film "Al Final Del Espectro," it was reported
Wednesday.

The 40-year-old star of "Cold Mountain" and "Moulin Rouge" will play a
woman suffering from agoraphobia who moves to a new apartment building
after a tragedy and starts seeing ghosts, Daily Variety reported.

Juan Felipe Orozco, who helmed the original film released last year, has
been hired by studio chiefs at Universal to direct the remake.

Kidman, who won an Academy Award in 2003 for her portrayal of writer
Virginia Woolf in the "The Hours," is soon to appear in science-fiction
thriller "The Invasion," which is released in US theatres later this
month.

Jonathan Lim graduated from both New York Film Academy & the Beijing Film
Academy of China and has over 10 years experience in television and film.
He is the founder of Crimson Forest Films, which produces several
television shows broadcasted across China and Asia. Such shows include,
the official "Made in NBA" weekly show as well as "Aussino, Home is where
the Heart is". Jonathan has directed and produced numerous TVCs, MVs as
well as short films including "Oh Mama" and "Fear". In 2003 Jonathan
directed his first feature film titled "Tequila" which was distributed
both in the US & Asia. Most recently he produced and directed the short
film "The Perfect Date" which has just been chosen as official selection
into the VC Film Fest, in Los Angeles USA, the Beloit International Film
Festival, in Wisconsin USA, and the Cinequest Viewers Choice Film
Festival in California, USA.

WRITER / DIRECTOR鈥橲 STATEMENT:

Three years ago I was walking around the sports section in a department
store in Beijing, looking to buy myself a new basketball. When I walked
over to the rack of basketballs and picked up one of the latestmodels,
this little boy came running up and excitedly pushed me aside and grabbed
the very same ball I was looking at as if it was the only one left.
Astonished at his brashness, I caught hold of something I'll never
forget. As he stood there holding the ball, there was a sparkled in his
eyes that seemed to summed up every big dream this little guy could have
at this moment in time.

I stood mesmerized looking at him daydreaming at this ball. As his father
walked over, the little boy looked at his father, and without saying a
word, quickly put the ball down and picked up the cheapest ball he could
find... a barely useable rubber ball. The father nodded his head and the
two of them walked off.

Everybody has a dream. That sparkle in the child's eyes was what inspired
me to write this script and make this film. His passion, dreams, and
aspirations are the bases of the story I have to tell.

As an avid basketball fan by making this movie, I wish to touch and move
the audience with an inspiring story about never ever giving up. This
story covers a universal theme of triumph over struggles and obstacles
and is set in the fast paced action packed world of basketball, one of
the most popular and rapidly growing sports in China. As a foreign born
Chinese, I am surprised yet very proud to see how passionate the Chinese
are about the game of basketball, and about the true spirit inside the
game. I wish everyone who sees this film, is rewarded with this same
spirit of never ever giving up. Enjoy!

R&B heartthrob Usher wed his pregnant fiancee Tameka Foster in his native
Atlanta on Friday, according to reports.

People magazine reports 28-year-old Usher, real name Usher Raymond,
married stylist Foster, 37, at the office of the singer's lawyer in
Atlanta.

The Chicago Sun-Times claims Usher's mother, Jonetta Patton, was among
the guests. Recent reports have suggested Patton was fired as Usher's
manager earlier this year when she disagreed with his engagement to
Foster.

The Friday nuptials follows last weekend's last-minute cancellation of a
star-studded wedding at music mogul Antonio 'L.A.' Reid's Sagaponack, New
York, home.

Sources claimed the couple cancelled their New York wedding last month
after an argument over the meal at the reception, but Foster said a brief
hospitalization caused the postponement.

The couple started dating in November 2005, the same year Foster split
from her ex-husband Ryan Glover--father of her three children.

Usher and Foster's baby is due this winter.

"Grey's Anatomy" star Katherine Heigl is ready to embark on a new role as
producer.

Heigl and her manager and mother, Nancy Heigl, have formed a production
company and set up an untitled action-comedy at Fox. She will also star
in the project, whose plot is being kept confidential.

An Emmy nominee this year for "Grey's Anatomy," Heigl became a bona fide
film star with "Knocked Up," which has grossed more than $145 million
domestically. She stars in the Fox romantic comedy "27 Dresses," which is
scheduled for release in January.

Cameron Diaz to star in 'My Sister's Keeper'

Washington, July 30 - Actress Cameron Diaz is in final negotiations to
star in upcoming flick 'My Sister's Keeper'.

Director Nick Cassavetes will direct the film based on author Jodi
Picoult's novel by the same name, Variety magazine reports.

The New Line film has been scripted by Jeremy Leven and will be produced
by Mark Johnson.

The story is about a young girl Anna, born in-vitro as a match for her
elder sis, who sues her parents for the right to make her own decisions
about how her body is used when a kidney transplant is planned in order
to potentially save her sister, Kate.

Diaz will play Anna's mum, a former defence attorney, who returns to the
courtroom to defend herself and her husband when their 13-year-old
daughter sues them.

Actress Jennifer Aniston has split from British model Paul Sculfor after
a two-month romance.

British tabloid The Sun reports that the couple have been forced to call
it quits because of their demanding schedules and Aniston's willingness
to have children.

A source says: 'There was chemistry, but the truth is that Jen wants to
settle down with a reliable man and start a family. Paul wants to travel
a lot and is constantly surrounded by beautiful women. They remain
friends, but are just in different places.'

Aniston, the former 'Friends' star, was previously married to actor Brad
Pitt. The couple divorced in 2005.

Actress Natalie Portman has warned websites that they will be facing her
wrath if they fake her in a bare all scene in 'Goya's Ghost' which was
shot by her body double.

The 26-year-old revealed that there was a 'nude scene' in the flick in
which she does appear but which has mostly been shot on someone else.

The Golden Globe-winning actress warned that she will be 'really angry'
if websites cropped her face on the naked body.

"There's a long shot of a nude woman," she tells Movies.com's Jeanne
Wolf. But, sadly, it's not me. ... You do see some parts of me unclothed,
but if they end up on Web sites making it look like I'm nude, I'm going
to be really, really angry," New York Daily quoted Portman, as telling
Movies.com.

The actress plays Alicia, a victim of the Spanish Inquisition in the
upcoming film.

Talk about a harmonious marriage. Husband-and-wife superstars Jennifer
Lopez and Marc Anthony on Tuesday unveiled plans to tour together in
concert for the first time starting this fall.

Concert promoter Live Nation said Lopez and Anthony, who were married
back in 2004, will launch the tour on September 29 in Atlantic City, New
Jersey, and travel throughout the United States, Canada and Puerto Rico.

The pair plan to sing their songs together and separately in both English
and Spanish, Live Nation said in a statement.

Previously, the powerhouse couple worked together in films and on each
other's albums, but their upcoming concert series is the first time they
will tour together.

Anthony wrote and co-produced the popular music video for "Que Hiciste,"
the first single off Lopez's latest record. The couple also star in the
upcoming film about salsa legend Hector Lavoe, "El Cantante," set to be
released in August.

New-York born Lopez, who has sold 17 million records worldwide, recently
released her sixth album, her first in Spanish. "Como Ama Una Mujer"
topped the Latin Billboard chart and stayed No. 1 for seven consecutive
weeks.

Anthony, also from New York, has sold more than 10 million records and is
the top selling salsa artist of all time.

This is China you can feel. Photographer Alexandre Misseri's "Feelings in
Deep China" portrays deep feelings-his own and those of people he
encounters in very remote parts of the country where few people venture,
but many should.

Although most expats are familiar with the dazzling lights of Shanghai
and the countryside of Hangzhou, few have traveled to the really remote
parts of China.

Now, however, a new photography exhibition offers a glimpse of relatively
unknown parts of the country with Alexandre Misseri's "Feelings in Deep
China."

"I chose this topic because it allowed me to express different feelings I
personally had when I visited those parts of China and also the feelings
people have in those places," he explains.

Every picture is the story of an encounter. "If I have taken a picture,
it means that I have felt something special meeting this person or place.
And usually, my strongest pictures reflect the moments where I had the
strongest feelings."

Moving to Shanghai nearly three years ago, Misseri has already
participated in three exhibitions.

This exhibition displays 20 images taken from his travels in Yunnan
Province and the southeastern part of Guizhou Province.

"China is a real paradise for photographers: It offers a variety of
subjects, people are open to portrayal, and for foreigners, the scenery
in towns and outside are often pretty different than those back home.
Taking pictures is always an adventure, because you can never expect what
situations you are going to meet," Misseri says.

He hopes everyone will leave the exhibition with a picture in mind, a
picture that will put a smile on their face every time they think about
it later. "I also hope it will remind everyone there are other places in
China beside Shanghai, that are beautiful, that must be respected and
sometimes helped."

As summer is approaching, jewellery again plays a leading role in a
woman's look. Recently Cartier, Chou Tai Fook, and Platinum Guild
International released their latest designs for the season, involving the
multifunction of different accessories, elegant curves and swinging
earrings. Here are some things to look out for when replenishing your
summer jewellery stocks.


DIY touch


The latest designs of many jewellery brands have a touch of DIY. In the
series of Shimmering Shadow by Platinum Guild International, the wearer
can either put the rings and earrings together to form a unique pendant,
or add the bracelet as part of the necklace.


Cartier's new Love collection needs two people's efforts to be worn. The
two-piece Love bracelet was designed to represent enduring love because
it was fastened with a tiny, sturdy screw, which required an equally tiny

Glamorous gold


Gold reigns as the primary metal colour this year, with rich, organic
colours commanding beads, fabrics, and other components. Pink gold is
still in, with prices a little higher than last year. To match the
jewellery, watch for deep browns, khakis, bright reds, oranges,
off-whites and beiges by mid-summer.

Necklaces are the highlight of all accessories. Organic materials like
shell beads are still popular, but with styles, colours, and textures
more complicated. Oversized beads are covered in fabric or mixed with
ribbons, strings, cords, and even fragments of metal chain. Fringe and
tassels make an artsy necklace statement, and crocheted necklace gets
much attention.


Long layers of gold coloured chains in different sizes and finishes are
trendy, while innovative designs with big-link chains in plastic, wood,
and ox bone look whimsical.
Enormous finger rings in simple designs are quite strong now, featuring
big, faceted gemstones, wide bands of metal, or striking beaded fringes
and pom-poms. Earrings also take a backseat to necklaces, but long and
linear or fringy styles remain in vogue, as well as more refined
chandelier designs. Geometrics, loops, and chains replace the highly
ornate, East Indian styles.

I'm sure you know this joke:

One economist wanted to buy a new pair of shoes. He measured his feet,
made a note, and went to the shoe store. There he found that he lost the
note, and went back to find it. "But why didn't you simply fit a pair?" a
friend asked. "Because I would rather trust my measurements than my
feet," the professor replied.

Statistics, GDPs and CPIs are notoriously flawed. Even in Europe, where
figures are deemed "most reliable". The best measure is your own wallet.

Gender imbalance

Comment on Zou Hanru's column "HK ladies, it's raining men on the

Gender imbalance is becoming a common phenomenon in Hong Kong as well as
other societies such as Singapore and South Korea, where the earning
power and education level of women is rising, so they tend to be more
assertive and more picky in choosing their male counterparts.

As a result, many men in Hong Kong, Singapore and South Korea have to
find their companions in other countries like Vietnam and Thailand.

Men on the Chinese mainland are luckier than we are because there are
still many women with traditional virtues for them to pick.

The family planning slogan change indicates the policy shows more harmony
and humanity.

In some parts of China the family planning units and organizations used
to keep bad impressions although family planning policy has both

than one child.

Lindsay Lohan, under arrest on suspicion of driving under the influence,
has turned herself in to police in connection with a Memorial Day weekend
car crash.

Accompanied by her attorney, the 21-year-old actress surrendered at the
Beverly Hills Police Department shortly after 4 p.m. Thursday to be
fingerprinted and photographed, Officer Brian Ballieweg said.

Lohan's blood-alcohol level at the time of the crash was above .08,
California's legal limit, said Ballieweg, who did not disclose how high
it was. She is also under arrest on suspicion of misdemeanor hit and run,
he said.

Lohan was released on her own recognizance. A court date was scheduled
for August 24.

A message left early Friday with her publicist was not immediately
returned.

The surrender was first reported by TV's "The Insider."

Lohan and two other adults were in her 2005 Mercedes SL-65 convertible
when she lost control and crashed into a curb and shrubs on Sunset
Boulevard on May 26, police said.

Lohan got into a second car and was driven to a hospital in nearby
Century City for treatment of minor injuries, police said. The other
people in her car were not hurt.

Officers received a 911 call about the accident and traced her to the
hospital. Police said at the time she had been arrested for investigation
of driving under the influence, though it wasn't formal until Thursday.

Last week, Lohan checked out of a rehabilitation center after a stay of
more than six weeks. It was her second stint in rehab this year. She said
in January she had checked into rehab for substance abuse treatment.

Items from the exhibition will include evening gowns, photographs,
letters, video and other items spanning her life, most of which have
never been seen outside of the tiny principality of Monaco, an enclave in
southern France.

"The pieces selected for this exhibition highlight her great beauty and
style for which she is so well-known," said James Niven, vice chairman of
Sotheby's and son of actor David Niven, a close friend of the late
princess.

"Her personal letters and correspondence show that she was open,
friendly, interesting and had a great sense of humor," he added.

The exhibition is being organized by Monacan authorities and Sotheby's in
collaboration with the Monaco royal family and will open in mid October.

Among the items featuring in the exhibition are the blue satin column
dress and cloak she wore to the 1955 Academy Awards ceremony when she
accepted the best actress Oscar for her role in "The Country Girl."

The Oscar statuette will also be on view, as will the taffeta dress with
floral motif she wore when she first met her future husband, Prince
Rainier III, when attending the 1955 Cannes Film Festival.

The stunning 10.47 carat engagement ring the prince gave her, and which
she wore in the 1956 film "High Society," will also be on display
alongside the iconic brown leather Hermes bag named after her.

Two dresses in the exhibition -- one by Givenchy worn during a visit to
the White House with president John Kennedy in 1961, the other a Helen
Rose ball gown worn in "High Society" -- are later to be auctioned off
for charity.

Patience can pay in dividends

When it comes to dividends, some are wondering if things have become too good to be true.

Of the companies in the Standard & Poor's 500, 46 are paying relatively fat annual dividend yields of 5% or more. Some of these cash payouts are real head-turners, including the 18.9% yield of investment firm American Capital (ACAS).

Most of the mega dividends are coming from financial companies such as Bank of America (BAC) at 7.9% and Citigroup (C) at 6.1%, but some non-financials, such as drugmaker Pfizer (PFE)at 7.0%, are paying, too.

Such yields are especially alluring to investors tired of getting low 3% returns even from high-yield savings accounts. And if the market has bottomed, and individual stocks have stabilized, the big dividends could be a great payment for patient investors, says John Snyder, portfolio manager for Sovereign Asset Management. "If investors have a time horizon of beyond three months, some of these stocks will work out," he says. "You're getting paid while waiting."

But there's a danger the fat dividends are only setting investors up for torment when the companies cut or eliminate them, says Don Taylor of Franklin Rising Dividends fund. Often, a dividend yield is high because Wall Street suspects the payout will be cut. Tuesday, two of the formerly highest-yielding stocks in the S&P 500, Regions Financial and Wachovia, slashed their dividends 74% and 87%, respectively. And a stock can always decline in value more than its dividend payout, wiping out any benefit.

Investors can reduce risks by:

Sticking with those best able to maintain their dividends. Bank of America is considered one of the relatively strong banks, says Tom Cameron, portfolio manager at Dividend Growth Advisors, which owns the stock. The company has raised dividends every year for 30 years and will soon reveal its plans for 2008. "Bank of America is the pretty pig in the beauty contest," he says.

Snyder owns SunTrust (STI), which yields 7.8%. While the bank is exposed to some troubled loans, it has been able to preserve its dividend in part by selling Coca-Cola (KO) shares it has owned for decades.

Finding dividend payers with the biggest chances of increases. Investors should usually avoid the highest-dividend payers, says Richard Platte of Ave Maria Rising Dividend fund. Instead, he's buying companies with modest dividend yields, such as paintmaker Sherwin-Williams (SHW) at 2.7%, that are likely to raise them.

But dividends are not money in the bank, especially after 23 S&P 500 companies have cut their dividends this year, nearly double those that did in all of 2007. "This is not without risk," Snyder says.
